University Council for Higher Education in
the Colonies, who however intimated that
they would prefer not to comment until
their representatives had visited Hong Kong
(which they propose to do early in 1950).
The Gov rnor has been informed of the
position by semi-official letter. It
seems therefore most unlikely that any
proposals involving the use of H. M. G. 's
grant will be approved in time for any
money to be required within the current
hail financial year. and

it would seem that the best course is to
provide for the whole £250,000. It is

true that we do not know what shape the
finally approved proposals will take, but
we cannot rule out the possibility that
it may be that of the proposals at present
before us. With such proposals in existence
it seems to us that we ought not to plan for less than the whole requirement. And We
therefore propose that this should be
provided for.
